Dr. Medina’s career began with a degree in Chemistry and a master’s degree in Biochemistry, before he attended medical school. He completed a five-year residency in General Surgery at Yale University and affiliated hospitals, followed by a Vascular Surgery fellowship at St. Vincent’s in Toledo, Ohio. During his fellowship, he gained early, hands-on experience in modern vein treatments—skills he would bring to North Carolina when he and his wife relocated there to be closer to family.
In 1991, Dr. Medina founded Triangle Vein Clinic, the region’s first dedicated vein center. Over the course of 34 years, he established a thriving private practice in both general and vascular surgery, while pioneering specialized vein treatment. Over time, his focus shifted entirely to venous disease, performing thousands of minimally invasive procedures that have restored comfort and mobility for patients throughout “the Triangle” region.
His expertise has been recognized in local CBS and ABC news coverage, as well as national publications such as Good Housekeeping, Redbook, and Woman’s Day.
Dr. Medina’s philosophy is simple: treat patients as he would want to be treated himself.
“Patients can expect the best possible care, delivered with respect, compassion, and honesty. After 34 years and thousands of procedures, my goal has always been the same—great outcomes and patients who feel cared for as individuals.” – Dr. Victor Medina
He emphasizes education at every step, taking time to explain symptoms, ultrasound findings, and treatment options so patients feel informed and empowered to make decisions about their care.
While many people consider varicose veins a purely cosmetic issue, Dr. Medina reminds patients that venous disease is a recognized medical condition. Common symptoms include:
Left untreated, venous insufficiency can progress to skin changes, rashes, ulcerations, and even phlebitis (blood clots). Early diagnosis and treatment can prevent these complications and dramatically improve quality of life.

“Physicians are natural teachers. We explain, we guide, and we encourage—not only our patients, but also younger doctors eager to learn. Partnering with CVR allows me to continue this role on a broader scale.” – Dr. Victor Medina
